when the listener elements under scrolling layout, the pointer up event cannot be listened when scrolling

As the title says, this makes it difficult to implement many functional logics correctly.

It is expected that when the pointer is released during scrolling, the pointer up event should be actived.

Is this a bug limitation at present? Or is there a correct workaround to detect the pointer up event in the scrolling layout?
