New to designing(question)

Hello! Im new to all this but very excited. I had a question that I can't answer. I found this file in community files and im trying to figure out why the creator decided to add the stroke in a different layer. Is this a common practice or what?
Moreover if someone knows some good tutorials that I can watch to get better, I would be grateful. Or something like people creating things in rive. (Ive already watched the offical ones.)

Until recently there was a forum section that had community tutorials. Not sure where they put it. Here is one I had previously posted for animating mesh images:

Hi Rive does not yet have the options of drawing the stroke outside or inside the fill. So when you use the clipping option to create a shadow, this effect is created when the shape has a stroke.

To avoid this, the stroke is separated and placed on top. This is usually the reason.
