Add Events as conditions to the State Machine

Or how can I start a second animation when the first one for example is at 50% progress?

Details:
I have a speedometer animation from 0 to 160 (created by manually setting up the number value in text for each keyframe), and I want to trigger the opening animation when my speedometer is > 100 and trigger the closing animation when my speedometer is < 0 for other elements. My speedometer is controlled by a joystick, so the speed is controlled in another timeline. The back transition animation of this timeline is 2x faster than forward to make acceleration and deceleration more natural. So for other timelines, I don't want to apply these rules.

Is there a way to do it?

The issue that I want to resolve is to have an independent animation that triggers by values of the timeline progress.
