Can't mark a reply to solution here in the forum

When there is a solution for a bug, i can't use the checkbox "Mark as solution". I get a pop up at the lower right, with the following text:

the other problem is, that i don't get email notifications from the replies, so i have to search manually my posts. It is not so user friedly
